I think you are right ATT Perversion isnt equal to deviance but it is on the way to it.
I think perversion is one step over fetish but a step or two behind deviance

for example many people have a shoe fetish and given permission would like to lick, sniff or whatever they do with them but a pervert would have to do these things to the shoe with or without permission (either steel the shoe or sneek a shiff when nobody is looking. A deviant would set fire to the shoe and stick it up his arse or somthing.
